The aim of the policies contained in Component 2 of the RAP: Research and Innovation is to provide a favorable environment for the development of innovative enterprises, to create conditions in which enterprises strive to create new products, processes and services, to improve Bulgaria's innovation results and subsequently economic growth in the medium and long term. In addition to the reform of the Bulgarian research and innovation ecosystem, the component also contains investments - a program to accelerate economic recovery and transformation, as well as the project to reduce the innovation capacity of the Bulgarian Academy of Sciences (BAS). The investment in support of strengthening the innovation capacity of BAS and its specialization in key areas of development is part of the efforts to support the dual transition of the country at the national and regional level. This undoubtedly includes the building of scientific research capacity and a high level of scientific research developments in thematic areas that are related to the needs of business and would support and accelerate technological transfer in the country. Therefore, the RAP contains investment measures aimed at creating sustainable long-term business relationships in the field of green and digital technologies. One of these measures is strengthening the research potential by attracting qualified and trained personnel. The main objective of the procedure is to attract and retain researchers with PhD or MSc degrees from both the country and the EU or the European Economic Area who wish to build a professional career in the field of clean or digital technologies.

Applicants and final recipients of funding under the procedure are the independent scientific units of the BAS, which will provide their research and material base for the specialists and postdoctoral students. Supervisors of the interns/postdoctoral students will be scientists from the final recipient unit, with qualifications and experience in the relevant field.
