The purpose of the procedure is to pilot a new model for the development of research universities, by financing the creation and implementation of Strategic Research and Innovation Development Programs. It is planned that until 2030, research universities will receive a state subsidy for scientific and innovation activity in the amount of approximately 40% compared to the tuition subsidy, which is also included in the Strategy for the Development of Higher Education 2021-2030.
Supporting research universities and the network between them will provide the necessary conditions for increasing their participation in international, European and national programs, incl. in the Horizon Europe Framework Program.
By strengthening the research universities and the network between them, the realization of the scientific and economic potential of the regions and the country as a whole will be supported; the partnership between the academic community and industry will be stimulated, allowing for the first time business to have systematic access to research capacity throughout the process of innovation creation and technology transfer.
