BG-RRP-11.022 Grant Scheme “New Generation of Local Cultural Policies for Small Municipalities”

1. The general objective of the procedure is to support cultural policies implemented by Bulgarian municipalities. The procedure aims to stimulate local policies, strategic planning for proactive culture and increase the administrative capacity of Bulgarian municipalities. This will be done by increasing the scope and impact of existing municipal cultural policy instruments and by encouraging partnerships, networking and exchange of know-how in cultural investments between Bulgarian municipalities. The procedure aims to contribute to the development of the capacity of cultural operators and the deployment of their activities through the implementation of more effective solutions for planning and forecasting of cultural events at the municipal level.

Within the framework of municipal budgets, municipalities provide targeted funding on a competitive basis to cultural operators at the local/municipal level for the development of cultural content and the promotion of all types of arts, including tangible and intangible cultural heritage.

Specific objectives of the procedure are:

Specific objective 1 - support for cultural operators through which the municipality implements its cultural policies (mandatory) and

Specific objective 2 - support for the municipal administration in developing new cultural policies and partnership instruments in the field of cultural development.

2. Eligible candidates are: municipalities on the territory of the Republic of Bulgaria with the exception of:

municipalities on the territory of the Republic of Bulgaria with the exception of: Municipality of Vidin, Municipality of Vratsa, Municipality of Montana, Municipality of Lovech, Municipality of Pleven, Municipality of Varna, Municipality of Targovishte, Municipality of Dobrich, Municipality of Shumen, Municipality of Veliko Tarnovo, Municipality of Gabrovo, Municipality of Razgrad, Municipality of Ruse, Municipality of Silistra, Municipality of Blagoevgrad, Municipality of Kyustendil, Municipality of Pernik, Municipality of Sofia, Municipality of Burgas, Municipality of Sliven, Stara Zagora Municipality, Yambol Municipality, Kardjali Municipality, Pazardzhik Municipality, Plovdiv Municipality, Smolyan Municipality, Haskovo Municipality, which provide targeted funding on a competitive basis to cultural operators for the development of cultural content and promotion of all types of arts based on approved/approved/accepted mechanisms for the selection and selection of cultural operators and have an approved "Culture" fund/program and rules for its work, according to the provisions of Article 36 of the Law on the Protection and Development of Culture

Under Specific Objective 1 "Support for cultural operators through which the municipality implements its cultural policies", eligible candidates must apply with:

- Cultural products, in accordance with the approved Regulations for the work of the "Culture" fund/program of the applicant municipality and/or

- Cultural products part of cultural programs/posters/calendar

When selecting cultural operators, respectively cultural products, national legislation should be observed.

3. Budget under the procedure - The amount of funds under the procedure is 9,900,000.00 BGN without co-financing by the candidates/beneficiaries.

4. Intensity of grant funding - The procedure provides grant funding in the amount of 40,000.00 to 200,000.00 BGN, with mandatory co-financing by the final recipients in the amount of 25% of the grant funding.

5. Deadline for implementation of individual projects - The duration of the implementation of the investment proposal should not exceed 12 months. The final date for implementation of the activities under the individual projects should be no later than 31.03.2026.
