Purpose of the procedure is:
• Support for the process of deinstitutionalization of children through the extension and upgrading of the sustainable development model of substitute family care for children placed in institutions, children at risk and children with disabilities, and to develop new patterns of work and services for children at risk and their parents;
• Expanding the opportunities for the development of foster care through support to provide "specialized foster care";
