1. Increasing the administrative capacity of civil society organizations (CSOs) to strengthen the application of the partnership principle for the implementation of the programs of the Partnership Agreement.

2. Increasing civil participation and engagement in the development, implementation, monitoring and evaluation of the Partnership Agreement programs.
