The aim of this call is two-fold: (1) to raise awareness in the general public and in relevant stakeholders about the intended data governance reforms and the potential benefits of data-based services and innovations for them as citizens, businesses, and other potential users of public services, and (2) inform and engage the public and other stakeholders in opportunities to participate in research and co-design of user-centric solutions related to data generation and use for the benefit of public services, including participation in the design of data spaces. By focusing on public communication and participation aspects of data governance, this action will complement activities undertaken in the frame of actions related to building a strategic, organisational and technical framework for data governance and interoperability (D1) and designing data spaces in strategic sectors (D3). Recognizing the critical importance of beneficiary awareness and input into reform design for ensuring its ultimate acceptance, sustainability, and impact, this action will start at the beginning of the reform process, in parallel with D1, and continue throughout the remaining reform steps.
The implementation of the procedure will contribute to establishing a genuine data-based ecosystem and will help create and develop innovations and the provision and use of innovative services in all sectors of public life by all stakeholders. The activities are expected to enhance the implementation of data-related projects; increase the volume of used, provided and shared data and respectively the added economic and social data-based value. This will promote the implementation of the priority area for transition to data-based economy and governance and turning them into a key capital for society.
