The procedure is targeted at improving lifelong learning policies by creating and testing in a real environment analytical, methodological and organizational-management tools, through joint actions with social partners to assist state institutions in the implementation of modern approaches to continuing education and human resources development. The intended results aim to promote lifelong learning for balancing the labor market by developing, testing and piloting new approaches to training in Bulgaria. The procedure will be implemented by mobilizing the potential of social partners - for developing toolkits and testing two new models of providing and financing training - using individual training accounts (ITAs) and sectoral training funds (STFs) - as tools to support the upskilling and reskilling of adults of working age. The operation has an experimental and methodological nature, aiming to provide a framework for testing and implementing new approaches to training, rather than offering them as a market service. The activities are entirely public in nature and are implemented in support of the updating and implementation of strategic documents at national and European level (including the National Human Resources Development Strategy, the National Lifelong Learning Strategy, the European Skills Plan). The new tools and models should allow state institutions in the future to address the main challenge of improving the match between skills and jobs, taking into account the dynamics of new skills needs and ensuring access to diverse opportunities for quality training through more appropriate and better targeted provision, matching with the work process, financing methods and time planning.
