The purpose of this procedure is to:
- to provide social services and quality care for children at risk, for adults at risk, for disabled children and adults with disabilities in the community or in the home environment;
- improve access to career development services and encourage labor market participation and re-employment of family members with children, with disabilities and people with disabilities and at risk.
