BGLD-2.003 - Early Childhood Education and Care (Ended)

The aim of the call is to contribute to increasing the quality of life, social inclusion and early childhood development through support for the creation and implementation of a complex (*hub) of functional services for children from **vulnerable groups, particularly from Roma communities.

*Hub: A complex of functional services contributing to increasing the quality of life, social inclusion and early childhood development for children from vulnerable groups, including from Roma communities, which will ensure equitable inclusion in the formal education system. The complex needs to be implemented in a flexible manner through the use of already existing structures and not the creation of parallel ones. The complex may be a centre, a mobile service or a combination of both with the mandatory participation of community mediation (mediators). The focus needs to be on soft measures, including integrated services – healthcare, social and educational, access to basic hygiene resources, work with parents through connections with other programme resources and services.

**Vulnerable groups: For the purposes of the programme, “vulnerable groups” are groups at a higher risk of poverty and social exclusion in comparison to the general population. These are ethnic minorities, particularly Roma, people with disabilities, students who have dropped out of school, orphans, children and youth from single-parent families, children and youth from families with low level of education, people combating drug addictions, homeless people, unemployed people.

The call aims at implementing complex and integrated measures targeted at improving access to education, preserving health and developing social skills for children aged 0 – 6 who do not attend/do not have access to kindergarten or nursery or live in isolated rural/urban and/or poor areas with a concentration of problems posing a risk of poverty, social exclusion and marginalisation.
