BGHOMEAFFAIRS-2.003 - Improvement capacity of police and forensic activity dealing with material evidence in pre-trial investigation process (Ended)

The pre-defined project aims at improvement of the crime scene investigation, incl. improvement of the crime scene inspection for finding and collecting evidence and improvement of the system for storing of evidence. The implementation of the PDP should provide for collection of high quality evidence for laboratory analysis.

Improving the quality of the investigation in pre-trial proceedings shall be achieved by providing more in-depth view of the crime scene in line with the international norms and instruments, namely Prüm Decisions 2008/615 / JHA and 2008/616/JHA, Council Framework Decision 2009/905/JHA, Council conclusions endorsed in December 2011 on the creation of a European area of forensics by 2020, Council Conclusions of 16 June 2015 on the renewed Internal Security Strategy of the European Union and the European Security Strategy, Council conclusions and Action plan on the forthcoming steps with a view to creating a European area of forensics, adopted by the Council on 9 June 2016. In 2017 a Concept of sustainable development of forensic expertise (expert forensic activity) in the Ministry of Interior was adopted.

GDNP should enhance its competence and capabilities in order to align its practice with the obligations and recommendations of the abovementioned documents which poses the need of predefining a project. As a structure with competences in conventional crime investigation regulated with the relevant legal regime, GDNP will be responsible for the implementation of the project.

The pre-defined project is included in the signed Programme agreement between The Norwegian Ministry of Foreign Affairs and The Central Coordination Unit within the Council of Ministers
